The money that was cut was largely ridiculous things like "bonuses" paid to retired government employees, teachers, and soldiers. I mean, it's unbelievable--why would you get a bonus for not working?
If you want to provide stimulus, then provide stimulus. Don't sit around and make waisheng dominated slices of society marginally wealthier.
