"MOEA wants to expand coal power in Taiwan. There's already a big natural gas plant in Datan that is working at low capacity."

Where did you get that info about Datan from? Do you have a link for longitudinal data on capacity factors? Gas-fired plants tend to be used for base-load so the capacity factor should be relatively high, though there may be large temporary lulls over time due to maintenance.

Well it's probably wrong then, isn't it?

I know this will be revolutionary for you, but there is google and you can do engage in the novel behavior of checking what the reality is.

Is Ms. Kuok really suggesting that Taiwan should maintain it's claim to the nine-dashed-line so as not to leave Beijing out on a limb? How does that benefit Taiwan?

@"solidarity"

Thank you very much. Reading between the lines there, it seems that the (at least prima facie) reason for the low capacity factor is intermittent supply of gas due to the absence of a liquid natural gas terminal.

Whether that is actually correct or not I don't know. And of course the liklihood of political shenanigans cannot be discounted.
