Reading between the lines there, it seems that the (at least <i>prima facie</i>) reason for the low capacity factor is intermittent supply of gas due to the absence of a liquid natural gas terminal.<br /><br />Whether that is actually correct or not I don't know. Do you have a link for longitudinal data on capacity factors? Gas-fired plants tend to be used for base-load so the capacity factor should be relatively high, though there may be large temporary lulls over time due to maintenance.
