Worst County Magistrate in Taiwan (and I don't say that lightly).
Well, such gestures actually work in rural places, where people don't consider themselves on equal terms with the governor, and thus feel very appreciated to be thought of.
Also, you forgot to mention that the bag is empty. He is handing out a bag with a list for things that should be inside it, if you are inclined to bother.
