I would say there was a long period where Taiwan universities were not in crises. Following colonization by the KMT military government and up through the period of rapid economic growth, tertiary education in Taiwan did an excellent job of what it was supposed to be doing. The first signs of failure became apparent once democracy was instituted. While the system continued to function well for a while, it began to show looming signs of an inability to produce education as a consumer product. The late start and the systems structural inability to change has been created what everyone, from English-language bloggers to a growing number of MOE officials, seem to agree is an education system unable to meet the needs of a modern industrial nation.
