They said a year ago that Taiwanese who toed the one-China line would get preferential treatment from government departments and those that didn't would actually have the law of the land imposed upon them. This is simply the formalization of that policy. This is how the CCP will control the Taiwanese on their own soil. Until now you could just smile and keep your mouth shut while in China and say or do what you wanted while in Taiwan. Now they do what they can to monitor investors while they're on leave here and punish their 'transgressions' when they go back. Can't wait to see how Ma will try to spin this one.
The Chinese paper says it's something like a bylaw, not an amendment. I think it's the logical next step after the antisecession law. How it will affect Ma is hardly Beijing's top concern. When need be, he'll be fair game just like Abian.
OTOH, it's just a whisper leaked by Taiwan's spook in chief so who knows.
Sorry, I didn't put it clearly. If the report about the bylaw is true, then I think it's something meant for later, after Ma gets elected. Either Taiwan's spies are really good or Chiou Yiren is releasing rumors to discredit him.
