Stiglitz would have a bigger impact if he focused on the corporate welfare and left out the individual welfare.

There is a large constituency opposed to corporate welfare in America. It includes a large number of liberals who hate corporations, and it includes a large number of conservatives who love the free market.

An appeal to both of them would be a rare thing (since the politicians of both parties are usually afraid to annoy their campaign contributors) and it would be more likely to rally people together in a popular cause.

By including the arguments about the individual welfare, he cuts is potential supporters in half and creates an disagreement rather than a popular cause.
