KMT's self-perception is worse than what I think of them.
As broke as Taiwan is now, the Ma government can still find a little fund to get a real linguist, who has real expertise in Mandarin and English. Just where did the money go?

It would indeed be good to "clean out some bastards" as he says, but why stop at the Control Yuan?
Exactly! We don't need any "uppity" foreigners telling US how to speak English! We are getting have doctor degrees!
